Principal Engineer | Co-founder | CEI SPE
Russell Large, P.E.
Russell Large, P.E., is a Principal Engineer and Co‑Founder with 31 years of experience delivering all facets of civil engineering projects. A 1994 graduate of Auburn University’s engineering program, he has led work ranging from new alignment highway and complex urban interchange design to widening/resurfacing, stormwater modeling and improvements, and water/sewer utility projects. Originally from Marianna, Florida, Russell currently resides in Tallahassee.

Principal Engineer | Co-founder
Jim Waddell, P.E.
Jim Waddell, P.E., is a Principal Engineer and Co‑Founder with 37 years of experience delivering all facets of civil engineering projects. A 1987 graduate of Florida State University’s engineering program, he has led roadway design, major utility rehabilitation and replacement, commercial site planning and land development, environmental studies and permitting, and public administration. Originally from Apalachicola, Florida, Jim currently resides in Tallahassee.

Chief Engineer II | Project Manager
Donna Nichols, P.E.
Donna Nichols, P.E., is a Florida native and currently resides in Tallahassee Florida. A 1993 graduate of Florida State University’s engineering program has she has spent the majority of her career acting as a design project engineer, project manager, and facilities manager. Her career spans 32 years
focusing on water and sewer utility projects as well as management of the City
of Tallahassee Wastewater Treatment Plant.

Quaid Vanhuss, P.E.
Quaid VanHuss, P.E., is from Marianna, Florida and is a class of 2020 graduate from Florida State University engineering program. He is a Registered Professional Engineer with 7 years of experience and has participated in a wide range of civil engineering projects in both the public and private sectors. His experience includes roadway, CEI, Utility Infrastructure, stormwater management, environmental permitting, and site development.

Engineering Intern | Design Engineer
Hannah Revell, E.I.
Hannah Revell, E.I., is a Design Engineer with 5 years of experience. She is a 2021 graduate from the University of Florida engineering program and has encountered a wide range of civil engineering project types as an Engineering Intern. Her experience includes stormwater management design, bicycle transportation design, environmental permitting, and public infrastructure design. She has additional experience with the application of landscape architecture principals within civil engineering projects. Hannah is a Tallahassee native, where she currently resides.

Mattie Rooks, E.I.
Mattie Rooks, E.I. is from Marianna, Florida and a 2025 graduate of Florida State University engineering prorgam. Ms. Rooks is a Registered Engineering Intern and has obtained experience in a variety of civil engineering projects as an E.I. Her experience includes private and municipal site planning and land development, roadway analysis and design, construction inspection and review, and permitting.

CAD Technician | Lead Designer
Andy Collins
Mr. Collins has 27 years practice in the field of computer aided engineering and design. His responsibilities include survey data analysis, drafting, planning, plan set production, and aerial/digital photography manipulation. He has extensive experience in creating project graphics and the integration of media into intelligent production drawings.

Engineering Technician | Design Engineer
Demi Durham
Mrs. Durham has contributed to a wide range of projects with Inovia and is a 2024 graduate of Florida Agricultural & Mechanical University, earning degrees in Civil & Environmental Engineering. She assists clients with funding applications and grant administration through agencies such as FDEP, WMDs, DEO, FDOT, EPA, FWA, and Legislative Appropriations. Her experience includes site development, stormwater, utilities, permitting, and construction admin. She splits her time between Apalachicola and Tallahassee.

Design Intern | Designer
Steve Spence
Mr. Spence is an Engineering Technician with 3 years of experience. He is a Marianna Florida local and is expected to graduate from the Florida State University Engineering program in May of 2026. Additionally, he is a 2020 graduate of University of Florida, with a Bachelor of Science in Biology. He has participated in many diverse civil engineering projects in the public and private sector. His experience includes Roadway, Utility infrastructure, stormwater management, environmental permitting, CEI, and site development.

Design Intern | Designer
Kiley Bryan
Mr. Bryan is a design intern with two and a half years of experience. He is currently enrolled in the Florida State University engineering program for his B.S. in Civil Engineering. He has participated in numerous engineering projects as a Design Intern. His experience includes stormwater management analysis, utility infrastructure design, and permitting. Originally from Marianna, Florida, Kiley currently resides in Tallahassee.

Design Intern | CEI Inspector | Designer
Gabe Williams
Mr. Williams is a CEI inspector and design intern with one and a half years of experience. He is a 2024 graduate from the University of Troy psychology program and is currently enrolled in Liberty University for his B.S. in Civil Engineering. Mr. Williams has succeeded in completing multiple projects in all aspects of construction inspection services with the application of his technical knowledge. His experience includes construction inspection and interpreting contract plans and specifications for ensuring compliance, as well as, assisting in roadway and utility design efforts.

Sara Catherine Brown
Ms. Brown is a Hosford, Florida native who is expected to graduate from the Florida State University Engineering Program in May of 2026. She is an engineering technician with one and a half years of experience in civil engineering projects in both the private and public sectors. Her experience includes roadway design, stormwater management, utility infrastructures, environmental permitting, and site development.

Business Development Manager | CEI Inspector
Travis Wade
Mr. Wade is an Apalachicola, Florida native and a class of 1992 graduate from the Florida State University criminology program. He spent 27 years with the State of Florida, including 5 years as an Investigator for the Florida Elections Commission and 20 years as an Investigator for the Florida Commission on Ethics. He then spent 5 years as the City Manager for the City of Apalachicola before becoming the Business Development Manger for Inovia. He has been with Inovia for 11 months.

Secretary | Office Manager
Wendy Bond
Mrs. Bond has been with Inovia for 10 years. She oversees daily administrative operations and provides essential support to engineering and project management teams. Mrs. Bond assists with client and agency correspondence, clerical support, and maintaining proper project documentation. With strong organizational skills and attention to detail, she ensures accurate record keeping, smooth office operations, and timely support for ongoing projects.
